  • Sponsor: Sen. Gibbs (D-Silverthorne). "FASTER" brings in $250 million every year for transportation entirely through new fees.
  • Status: signed into law by Gov. Ritter on 3/2. Comes into effect immediately.

  • SB09-170

  • Sponsor: Sen. Romer (D-Denver). Allows illegal immigrants to receive in-state tuition.
  • Status: killed during 2nd reading.

  • SB09-173

  • Sponsor: Sen. White (R-Hayden). Transfers $500 million from Pinnacol Assurance's reserves to the state as a way to fill in the hole in the state budget. Click here to read the Solicitor General's opinion that this is unconstitutional and indefensible in court.

  • SB09-223

  • Sponsor: Sen. Boyd (D-Lakewood). Increases license fees for sit-down restaurants serving up to 100 people to $255 per year.
  • Status: sent to Governor's office.


  • SB09-225

  • Sponsor: Sen. Boyd (D-Lakewood). Defines birth control as a device that prevents pregnancy. The problem with this bill is that the state defines pregnancy as beginning at implantation and not conception. This furthers the pro-abortion agenda.
  • Status: signed into law.


  • SB09-228

  • Sponsor: Sen. Morse (D-Colorado Springs). Raises the 6% legislative spending cap, which says the General Assembly cannot increase spending by more than 6% every year.
  • Status: sent to Governor's office

  • SB09-281

  • Sponsor: Sen. Shaffer(D-Longmont). Returns Pinnacol Assurance to the control of the State of Colorado.[Amended to place Pinnacol under multiple audits and have performance studied by the Legislative Audit Committee.]

  • SB09-296

  • Sponsor: Sen. Boyd (D-Lakewood). Mandates seatbelts in Colorado, makes failure to comply a primary offense.
  • Status: killed in House Appropriations Committee.

  • HB09-1019

  • Sponsor: Rep. Peniston (D-Denver). Requires ID collar or chip on your cat.
  • Status: calendared during 2nd readings.


  • HB09-1057

  • Sponsor: Rep. Andy Kerr (D-Lakewood). Requires businesses to allow 40 hours leave per year for parents to attend school-related functions. This will increase the cost of business, particularly small business.
  • Status: sent to Governor's office.


  • HB09-1091

  • Sponsor: Reps. Soper (D-Westminster) & Court (D-Denver). Requires Carbon Monoxide detectors be placed in homes.
  • Status: signed into law on 3/25.


  • HB09-1192

  • Sponsor: Rep. McFadyen (D-Pueblo West). Allows grocery and convenience stores to sell full-strength beer.
  • Status: killed in House Business Committee on 3/11.


  • HB09-1094

  • Sponsor: Rep. Levy (D-Boulder). Makes texting while driving a secondary offense. Minors are prohibited from cell phone usage.
  • Status: sent to Governor's office.

  • HB09-1170

  • Sponsor: Rep. Casso (D-Thornton). Requires employers to pay unemployment benefits to the employees striking against them.
  • Status: sent to Governor's office.


  • HB09-1224

  • Sponsor: Rep. Schafer (D-Wheatridge). Prohibits gender-based insurance rates.
  • Status: signed into law.


  • HB09-1260

  • Sponsor: Rep. Ferrandino (D-Denver). Allows two unmarried people to become designated beneficiaries of each other without a will--a de facto civil union bill.
  • Status: signed into law.


  • HB09-1273

  • Sponsor: Rep. Kefalas (D-Ft. Collins). Creates an authority to push socialized health care.
  • Status: killed at sponsor's request.


  • HB09-1274

  • Sponsor: Rep. Weissman (D-Louisville). Repeals the death penalty in Colorado.
  • Status: killed in the Senate.

  • HB09-1292

  • Sponsor: Rep. McGihon (D-Denver). Reviews the regulations placed on the oil & gas industry and puts them into effect.
  • Status: signed into law.


  • HB09-1299

  • Sponsor: Rep. Andy Kerr (D-Lakewood). Enters Colorado into an agreement with 4 other states to require all Colorado's electoral votes (9) to be cast for the Presidential candidate receiving the most popular vote. Such a law would be contrary to our founding fathers' desire for the electoral college and would nearly eliminate Colorado's influence in future Presidential elections.
